Introduction of the Slovak IST NCP

My name is Maria Buciova. I received a master’s degree in economics at Faculty of Commerce, University of Economy in Bratislava, Slovakia. In 2003 I started to work at the Slovak University of Technology in Bratislava. I work at the Rector’s office, Department of Science & Technology in the position of EU Programmes Manager.

Slovak University of Technology in Bratislava (STU) was founded in 1937. Since its foundation it has been graduated over 75 000 Master degree full-time students, over 10,000 Master degree part-time or distance students and more than 5000 Bachelors. Today STU is the largest research based university of technology in Slovakia.

STU provides higher education mainly in technology in wide spectrum of branches, e.g. Information technologies, Electrical engineering and electronics, Machine engineering, Chemistry, Biotechnology, Food technology, Civil engineering, Architecture, Materials and process technology. STU has more than 17 600 Slovak and international students at all levels and forms of study. Students are studying at 7 faculties of the STU, out of which 6 are located in Bratislava and one faculty is in Trnava.

The mission of the university is to provide university training based on research activities. All study programs are supported by basic research. The main focus for development in research is in perspective fields, formulated by Scientific council of the university: Information society technologies, Sustainable sources and development with sub areas: energy and environment, nanotechnologies, nanosciences and new materials and production processes, Biotechnologies and biocompatibility, Life, health, food, and Security, reliability, and quality. Over 350 research and academic projects have been running last year, from which more than 100 were international. The university research is provided by more than 1000 researchers.

In May 2004 I became an IST NCP. I am responsible for information dissemination. Actually in the priority Information Society Technologies there is a new call open. It is the last call aimed at project proposals in these strategic objectives: Advanced Robotics, Ambient Assisted Living (AAL) for the Ageing Society, Search Engines for audio-visual content, Accompanying actions in support of participation in Community, ICT research, International Co-operation. Estonian participation in FP6, current status

For a small country with insufficient pool of human resources, pan-European programmes such as Framework Programme (FP) represent an excellent possibility to embark on collaborative R&D projects and exploit their part of research capacities. For researchers the collaborative projects represent a possibility to do the best research together with excelling research partners, for SMEs the projects provide unique opportunity to share risks of their R&D with EU funding, but also create strong partnerships with possible end users and address future markets.

On the other hand, limited funds (tentatively, the budget of FP6 is less than 5% of all EU Member States R&D spending) and high interest amongst FP constituency underline very competitive nature of participation in the programme. With average success rates well below one fourth, it is the programme for the very best and experienced. Frequently, it applies also for countries – countries with higher innovation capacity, strong science and technology coordination policies and experienced support structures have also leading edge in Framework Programme, as their competitive position is better suited to the very nature of the programme. Thus, the chances of new member states to be particularly successful in FP is more a wishful thinking than current reality, as framework for participation in those countries is different.

Latest OECD Research supports NETIES Statistics in Slovakia

Slovakia belongs to the less developed countries among EU and OECD member states in usage of Internet. Today the CTK - Czech Press Agency, has presented latest OECD statistical data on Internet usage for business in all OECD member states. In Slovakia, near to 30% of enterprises (exactly 28.7%) with 10+ employees do not use Internet for business - it is the lowest position in OECD ranking. For your information, our NETIES research, which was made last year among TOP 185 highest ranked SMEs, concluded with figure 29.19% (54 of 185 slovak SMEs do not use Internet). It was presented by NETIES team also in April 2005 during eGovernment workshop in Prague.

Slovak biotech at the BVA

Biotechnology in Slovakia is developing in following four areas - food industry, environment, agriculture and pharmacy. Except agriculture all mention areas are primary oriented on academic or university research only. The year 2005 is symbolised in Slovakia as important milestone for future development of Slovak R&D institutions - new legislation on support in R&D started to be implemented yet. Unfortunately, during transition period many financial support for previous “old” projects are limited.

During NETIES project activities we identified in Slovakia several research teams with big potential for their further growth. Under several discussions with representatives of the Chemistry Faculty at the Slovak Technical University in Bratislava and the Pharmacy Faculty of the Commenius University in Bratislava, the NETIES team in Slovakia prepared travel arrengements and support for personal participation of two representatives of mention research teams in the Budapest Biotechnology Venture Academy, which was held yesterday in Budapest.
