Regional innovation strategies in Slovakia

All regions in the Slovak Republic have received a support form the European Commission under the Framework Programme for development of Regional Innovation Strategies (RIS). The projects are implemented by the Self-Governing regions in co-operation with the universities, regional development agencies and experienced consultant in order to develop the innovation strategy according to the EC methodology and to include the innovation issue in the regional development plans.

EC co-ordinates the development of RIS projects under the IRE network (http://www.innovating-regions.org). Since 1994, more than 120 European regions have received support for carrying out Regional Innovation Strategy projects from the European Commission. These projects aim to support regions in developing regional innovation strategies that enhance regional innovation and competitiveness through optimising innovation policies and infrastructure.

G2B best practices for the CEEC public administration

In January 2006 the European Commission launched a project aiming at transferring the EU government-to-business e-services to the public administration bodies in Czech Republic, Hungary, Poland, Slovakia and Slovenia.

TRANSFER-EAST is a Specific Support Actions aiming at favouring the transfer of learning, facilitating the exchange of e-government good practices and their transfer when appropriate and contributing to enhance the quality of e-government initiatives across Europe. TRANSFER-EAST will also address critical issues that might hamper the transfer of good experiences such as the legal aspects of the process of re-using successful developments among the different administrations, the ownership of the systems and their relationship with the public tendering procedures which the public administrations have to follow, and the various aspects of the public-private partnership undertaking notably tax services (corporate tax services, VAT declaration, social contribution for employees services), statistical services (registration of a new company, submission of statistical data) and other services (custom declarations, environmental permits, participation in public invitation to tender, etc.).

Novitech: Using the FP funds for development of consultancy business in the IT company

Introduction of the EU funds for candidate (and current member) states opens a new marketplace for consulting companies. Except of the commercial services in project development and management paid directly by clients the consulting companies can use a large number of EC supporting activities in various programmes where the information activities and large part of the marketing of the consulting company can be funded from.

Novitech, a.s. is one of the Slovak SMEs using these funds in form of supporting projects, which enable the introduction and development of commercial consulting services in form of ?preparatory activities? (database building, dissemination campaigns, information days and trainings).

Research Bonus Services for e-working and e-business sector in the IST

The European Commission is financing a large number of supporting projects in all thematic priorities of FP6. Only in the IST priority there is more than 50 projects aimed at increasing the number and quality of proposals (in a form of proposal development as a conventional activity) and introduction of specific services (focused on financial issues, special applications and tools, mapping reports and databases, research promotion services, etc.).

I have already described the GiST application for proposal development in my previous article. Today I will focus on the specific (’bonus’ or ‘go-beyond’) services introduced by the IST Bonus project aimed at development and promotion of the research profiles and creation of the research action plans.

GiST - On-line application for the Framework Programme proposals preparation

Low quality of proposals submitted to the EC programmes by the newcomers (mainly small and medium sized enterprises but also research organisations from new member states - NMS) appears to be one of the most significant problems in their successful participation in the Framework programme. New on-line application called ‘Get In Software Tool’ developed under the EC supported project allows preparation of the complete proposal in the most interactive way and respecting the submission and evaluation criteria.

PROCESNÁ AUTOMATIZÁCIA: Development of projects through industry - academy partnership

Partnership between the private sector (mainly the SMEs) and the academic institutions is considered as an ideal combination for the technology-based co-operation for the FP project proposals preparation. Eastern Slovak company PROCESNÁ AUTOMATIZÁCIA a.s. Košice has started a co-operation with the Technical university in 2003 and nowadays the company participates in two FP funded projects benefiting from the structures built under this co-operation.

The company

PROCESNÁ AUTOMATIZÁCIA, a. s., Košice (PA), is an IT SME company established in 1992. Currently it has 110 employees and 85 % of them are multilingual IT specialists with a university education. PA has a certified quality management system (ISO 9001:2000). The company is a partner of the Technical University of Košice – in the area of R&D projects (solutions for metallurgical industry - key player in the area is U.S.Steel Košice).

PA provides design, development, implementation, service and maintenance of control and information systems for various industries, systems for planning, management and optimisation of production, material flow and warehouses, complete systems for logistics, transport, software integration, outsourcing, training and consultancy in the IT area. Danubia NanoTech: The story of a start-up in nanotechnologies

Five Slovak and one Austrian researcher have started their business in the emerging area of nanotechnologies by establishing a company - Danubia NanoTech - in Bratislava. They had a brave vision and experience but what they lacked was money.

A startup headquartered in Bratislava, Danubia NanoTech combines a highly qualified team with wide ranging experience in nanoscale physics, along with close connections to some of the best centers of research and development in Europe, all of it in a low-cost but well endowed environment.

The company focuses its activities on production of carbon nanotubes by arc - discharge and laser ablation methods. As prepared, carbon nanotubes are purified using centrifugation. Final material is characterized by Raman spectroscopy and optical spectroscopy, X-ray diffraction (XRD), atomic force microscopy (AFM), electrical conductivity and thermal conductivity. The pure and well characterized material is mixed with various polymers to obtain composites with high electrical and thermal conductivity and mechanical performance. The company can produce conductive transparent networks of nanotube with great potential applications (sensors, field-effect transistors).

The founders of Danubia NanoTech are physicists with considerable experience in nano-science and nanotechnology. They are co-authors of about 500 publications in the field of Carbon Nanotube research, and two of them share an ownership of five patents. The members of the group have been active at well-established institutions such as the Max Planck Institute of Solid State Research, Stuttgart (Germany), the University of Vienna (Austria), the Wake Forest University (USA), the Weizmann Institute (Israel) and others.

They have been seeking an investor since the company was established in the summer of 2004. Last year they entered into the Technology Incubator of the Slovak University of Technology (see the article at noweurope.com), which helped the company to start a negotiation with the investment fund.

The company was an expert leader in two proposals for the FP6 (area NMP) and asked for a support from the loan schemes. The main obstacle in this scheme was the short history of the company and lack of references.

The company seeks for an investment of 150.000 EUR for building the carbon nanotube laboratory as a prerequisite for the further development of the company. According to the business plan, Danubia NanoTech will focus on two main areas: production of nanotubes for clients from industry or research laboratories and development of new products based on the carbon nanotubes
