BITERAP, a consortium or cluster of IT oriented companies, is an “early bird” example of PPP (Public Private Partnership) in Slovakia. The aim of this PPP is to provide IT solution support for local government and state organizations in the Slovak republic. BITEAP’s activities are aligned with local government and EU programs for establishing an e-government platform and content.

BITERAP’s ASP solution offers governments bodies access to leading edge IT software solutions, as the basic tool for the daily work of those organizations. The software works in a similar manner to other ASP solutions, but is specifically tailored for the needs of the public sector:

·        Eliminates the need for huge hardware and software investment
·        Diminishes the cost of ownership
·        Provides qualified professionals for local installation, support and maintenance.
·        Offers users access to the leading edge ERP software solutions, facilitating planning, communication, project management, groupware, control and evaluation
·        Provides a best of breed solution for self government, regardless the size of the city, village, or region
·        Provides comprehensive e-learning training and user hot line support

A large part of BITERAP’s mission is to help its user base gain access to EU funding, support and coach project managers, and improve the project management skills of public sector managers and partners.

For a monthly fee of less than €100 EUR,  BITERAP offers its target users:

·        ERP solution, wages and benefits calculation
·        Document workflow monitoring and management
·        Property management
·        Planning of costs
·        Unified messaging
·        MS Exchange
·        MS project for team work

This portfolio of services can be adapted, enlarged, completed by existing and/or new partners of the BITERAP cluster, whether locally or on international level. The mainstream of the BITERAP activities in the IT sector of Slovakia for public and local government is targeted to:

·        Break down the barriers of the local administration managers concerning the security of their processes and data
·        Provide local and countrywide PR and publicity to the local administration in villages and cities, where the ASP service is successfully utilised and rapidly diminishes the cooperation costs, costs of ownership, need for highly qualified support personnel
·        The deployment strategy (including exploitation and/or dissemination plans) is based on the assumption that currently running service in larger municipalities are capable to carry out few dozen times more users, than currently are utilising the services. The new users are on the contract base connected to the Datacenter, where the access of new users to the resources is enabled, controlled and ussage of the service is regularly invoiced.

The target of work within the market validation of BITERAP project is pioneering the idea of ASP for the very sensitive content of the local and public administration: information and resources. The work is to demonstrate, persuade, and explain the advantages of the ASP concept as the future proof solution for public sector.

The accessibility of the service is given by the access to the internet communication. Due expansion of broadband internet services among the cities and villages, there is a high probability that each object of public administration can gain access to the BITEAP Datacenter resources. In order to ensure that, one member of BITERAP is an alternative Telco provider whose task is to ensure the Internet connectivity of public bodies for a reasonable and acceptable price.
